Jammu and Kashmir RTO Code 2024: In the region of Jammu and Kashmir [jaktrans.nic.in], the earlier Motor Vehicle Act from 1939 has been superseded by the Motor Vehicle Act of 1988. This change has given rise to new regulatory frameworks, namely the Central Motor Vehicle Rules of 1989 and the State Motor Vehicle Rules of 1991, designed to oversee various motor vehicle operations in the area. The implementation structure comprises the Motor Vehicle Act of 1988, alongside the Central Motor Vehicle Rules of 1989, the J&K Motor Vehicle Rules of 1991, and the J&K Motor Vehicle Taxation Act of 1957.
To facilitate the effective enforcement of these regulations, a structured administrative hierarchy has been put in place. At the state level, the Transport Commissioner is in charge, while Regional Transport Officers manage operations within their respective regions. District-level matters fall under the purview of Assistant Regional Transport Officers. Furthermore, there are 17 District Transport Offices (ARTO) positioned at district headquarters, in addition to three Regional Transport Authorities based in Jammu, Kashmir, and Kathua.
