CSD Car Policy 2024: Revised Eligibility Guidelines by Rank: Starting February 1, 2024, the CSD Canteen Car Policy for this year brings significant changes to the benefits available for Junior Commissioned Officers (JCOs) and Other Ranks (ORs) looking to purchase vehicles through the CSD AFD Online Portal.
On November 30, 2023, the CSD headquarters released a formal announcement outlining changes to the rules governing vehicle purchases via the portal. The revised guidelines aim to streamline the buying experience and enhance clarity for Armed Forces members looking to acquire vehicles through this platform.

Pay Levels 3 to 5 for Armed Forces Personnel & Widows
Active and retired military personnel, as well as qualifying widows, fall within pay grades 3 to 5. They are entitled to a financial allocation of Rs. 8 Lakhs, exclusive of taxes, while the cap for electric vehicle expenditures is set at Rs. 13 Lakhs, also not including taxes. Each person is allowed to purchase up to four vehicles throughout their lifetime, with the first acquisition permitted only after five years of service.
There is a required eight-year gap between each subsequent vehicle purchase. For widows of pensioners or their next of kin, they can utilize any unused vehicle quota of the individual. However, if the individual had already acquired four vehicles before their demise, this privilege is lost. The eight-year interval rule for buying vehicles still applies.
Pay Levels 6 to 9 for Armed Forces Personnel & Widows
Members of the Armed Forces, both active and retired, as well as qualifying widows, are entitled to vehicle benefits at Pay Levels 6 to 9. The maximum expenditure for purchasing a car is Rs.10 Lakhs, not including taxes, whereas for electric vehicles, the limit is Rs.15 Lakhs, also excluding taxes. Each person is allowed to buy up to five vehicles during their lifetime, with the initial purchase allowed after five years of service.

However, if the individual had already bought five cars before their passing, they forfeit any additional entitlements. The eight-year rule between car purchases remains in effect.
Pay Level 10 to 18 for Civilian Officers & Family Pensioners
Civilian officers, both active and retired, who are funded through defense budgets and fall within pay scales 10 to 18 (including those receiving family pensions), are eligible for a financial benefit of Rs.20 Lakhs, exclusive of taxes. For electric vehicles, the maximum allowable expenditure is Rs.25 Lakhs, also excluding taxes. This provision can be utilized once every eight years.
AFD CSD Eligibility of Bike, AC, WM & Laptop
Criteria for Acquiring Extra AFD-I Items (Including) Motorcycles, Air Conditioners, Refrigerators, Washing Machines, Laptops, Desktop Computers, and More.
- Televisions: Up to two TVs can be acquired within four years.
- Air Conditioners: Four ACs can be obtained over four years.
- Other AFD-I Products (Excluding Cars): Remains unchanged (One every four years) from the previous purchase date.
CSD Canteen Smartcard Holders: AFD-I Eligibility Guide
Certain categories of smartcard holders at the canteen are allowed to obtain extra AFD-I items.
- Serving and former Armed Forces personnel – Salary Grades 1 to 18
- Currently serving and retired civilian employees in the Defence sector – Salary Grades 1 to 18
- Family pensioners of Defence civilians – Salary Grades 1 to 18
- There must be a minimum gap of four years between acquiring the same item or two-wheeler from the date of the previous purchase.
- Only one category of AFD-I items may be bought at a time, following the aforementioned time interval.
